It's true. I feel that regardless if survivors escape or if all survivors are on hooks/ sacrificed, the last should be able to be mori-ed.

I made a post about this. My suggestion was to make the yellow mori base kit but only allow the killer to use it if they have sacrificed all other survivors. It makes sense with the lore "You worked well, the last one is yours", and would make mori's much more common as a mechanic rather than something that is unfair. So you would see this in action much more often since the yellow mori's are just really uncommon to get usage out of.
With this change, you would also get the same amount of bloodpoints and emblem progress as you would if they were hooked and killed. Meaning if you never hooked the survivor you are about to use the yellow mori on, you will still get the same amount of bloodpoints as you would have gotten sacrificing them as well as the emblem progress.
I feel that this would promote slugging and tunneling to the next level. A killer would down a survivor and go look for others to hook, or tunnel survivors individually until one remains. By letting it happen naturally, I feel like it would give killers an incentive to actually go for multiple people for more points, rather than aforementioned slugging/tunneling for the animation. And this way, you at least have a chance to get a confirmed kill.
