• Unable to Go Above 60 FPS

Steam's in-game FPS counter consistently says that I am stuck at a maximum of 60 FPS at all times, which doesn't make sense since I have the cap set to 120 in the graphics menu. I've tried manually setting it inside the config folder in both the GameUserSettings and the Engine .ini files but neither have worked for me. Is the Steam FPS counter inaccurate or am I just simply locked to playing on 6
