• Is For the People/Second wind bugged?

  Just wondering if there is a bug here, or its by design - when healing someone with For the People, by definition this heals one health state, should this not charge Second Wind (which requires one health state to be charged for it to activate?) Does not appear to be working when I try it in game, only charges a fraction of Second Wind.
