  I play on PC, and it seems to be a issue with the petrified oak offering. I had 2 games in a row with just one of these offerings used, and it seemed to cause less hooks to spawn than usual, specially with just one of this burnt. The maps I played on were the Fractured Cowshed and the Groaning Storehouse, and looking at the wiki on the number of hooks in each one, it seems that the offering cause
