Reading this thread you can see exactly what OP is talking about. All these comments about "winning" makes no sense. A comment was made about BHVR not ever saying what is a win and what is a loss, that comment makes a lot of sense.
Why is a 4k/4e considered a win? The player base decided that not BHVR. As a survivor main I don't like the concept of hatch but understand why it exist in the game. You have killers like Billy and others who are already faster than survivors with abilities to move even faster. What is a survivor suppose to do in that situation?
On the survivor side you get a 4e by hatch using a key, where's the fun in that? The objectives weren't even completed.
When I play killer I'm fine with a 2k because both sides had fun and it's a 50/50 situation with "winners" on both sides. At least that's how I look at it.
The 4k/4e ideology is an entitled one, it just is. Anyone trying to defend it is going to have a hard time doing so.

I understand what the OP is feeling but not sure weapons would be the change needed. There are changes that can be made without introducing weapons. I won't mention that one game that turned their killer into a piñata.

I've been wanting this exact thing since I started the game. If the devs give us nothing else, I would want them to give us this.

I get they need to generate some income but the game is a mess. I really wish they would focus in on these issues. Looking at the track record they have I'm not all together sure they can fix it. The coding maybe set up to where they can't tweak things because it would cause other issues. I don't know what is causing their fixes (player rating and hit detection) to not function as there suppose to.
The sad truth though is this game is in dire need of fixing.

Maybe the sticks can be used in place of decisive. If you pick up a stick you can use it to stun the killer but once used the sticks can't be picked up again. The sticks would have to be a one time use or can be used multiple times. In that case the stun time on killer decreases "considerably" each time a survivor uses one.
