Get rid of unhook notifications and give hooks Pyramid Head cage mechanics.. the moment you hook a survivor they get teleported to another random open hook. This way the killer doesn't know where the survivor is, preventing hook camping and when they're unhooked they have to search for them again.
  
  This way, the killer can still tunnel if they wish but they're forced to go and look for the hook where the survivor was moved to.

  I still think this is probably the way to go, you could also give killer haste for a couple seconds after sending said survivor to the hook
