50% of the HWID is from the NIC Card, the other half is from the rest of hardware. Never heard about any monitors being a part of that.
So can I use the monitor?

If you meant a "game ban", then I honestly don't know and would heavily encourage you to reconsider family sharing with someone that has a history of cheating to begin with. Both for the safety of your own account and to not "help" them cheat in additional games/ban evade in some way.
I know VAC bans can be "transferred" if someone you share a game with gets one, it's on the family sharing FAQ page. I have no idea how it works for "game bans" like what a permaban from DBD would show up as.
I understand but I mean. The ban in the game, if it is already applied to the other account and shares the library with me. Does that ban that is already in place affect me in any way?
