Still broken on PC, Tried healing 3 people with medkit, 2 without medkits, one with medkit one without medkit.

Typically the boost says personal, stacks, or both. Hollow shell doesn't say personal so a quick glance at it would assume it stacks and applies to all players. I can understand why the other killer boost don't need to say personal since survivors don't have a mecriless category. The wiki doesn't show display things the same way the actual game does.
The key points here are it says stacks/personal maybe they should add one that says team because I would also expect bound envelope to also benefit the killer.

There are many threads about it. I have seen it for at least a year, not super common but has happened to me multiple times.
I have never had it happen, and neither had the 3 people watching me. I went to forums and there was a post already about it on the front page. Maybe it has been around a while, but this patch has definitely increased the probability of it.

I forgot to mention the killers perks, they had no perks and no addons just a bacis wraight with nothing but his wailing bell was able ot cause this bug.

The same thing just happened to me, I was the second to last person alive, the killer dropped me once, then went and hooked the other survivor. Then he picked me up and I couldn't wiggle free.
