I see it as a balance issue. If you can customize things like lighting, chase music, etc. you can change things to give you an advantage. For example, you could make all of the maps very bright as killer so you're better able to see survivors that are trying to hide. Both sides could also just turn off chase music too so they could better listen for the other side's footsteps in a chase. Community created maps could be interesting, but I also would expect most of them to be poorly balanced compared to the official maps and I probably wouldn't want to get one while queueing normally for that reason. If they limited community content to Kill Your Friends mode I'd have no problem with that, though - it could be fun!
I see #1 as a bit of a balance issue too. Let's say someone is really good at survivor but really bad at killer, for example. How should the matchmaking system decide whether they should be matched with good or bad players? If they happen to be picked as survivor, they'd stomp the killer and it'll be no fun for the killer. If they happen to be picked as killer, they'd get stomped and it'll be no fun for them. Yeah, they'd probably eventually get better at killer, but I don't think people would necessarily have similar skill levels at both sides even quite a long time after this hypothetical change.
Then there's the fact that some people just aren't looking for one of the two experiences. Some people like the feeling of power as killer but hate feeling weak as survivor. Some people think killer is stressful and would prefer to just chill out with their friends on the survivor side. This change would be fine for people like me who play both sides, but I think it would make the game less appealing to players who prefer one side or the other.
I'd prefer they address the queue times by showing the players the expected queue times, so those who don't care can just pick whichever one has a shorter queue time. They could also add bloodpoint incentives to push people to play the side that has proportionally fewer players.
The balance issue about the workshop is understandable, but what they should do is add the option for community hosted servers (server lists) or a filter that allows you to pick vanilla servers or modded servers (I prefer the community hosted servers). Overall I still think mods would be better because allowing custom content would add a lot more fun content as well as a variety of content to the game. Think of Garry's Mod, the longevity of that game lasted 16 years and still counting with a strong player base. Why? Because the players roll out the content constantly every single day and people don't get tired of it because there's thousands and thousands of mods, maps, game modes, etc. To me, the workshop is a necessity for most games because of it has so much potential.
About #1, that's why I think the preference button would be good so you could select "prefer killer/survivor" and it could skip your selection if you prefer to stay as survivor, but yeah people who would want to play as killer would still eventually get picked to be survivor (because others want to play as killer too.) You could make the argument though that players should learn how to play on both sides and fully enjoy the game for what it is instead of always playing as killer. This part is a little more subjective so I can't really say what's actually better. I actually really like your idea of bloodpoint incentives, that's actually a genius idea and I hope the Devs look into these posts because the game still could use a lot more work.

What's your reason for #2? Just curious because I don't see any negatives to it.
