It really does stink when you get multiple survivors who dont contribute. I have a video saved of a Tapp just circling hooks in the basement and switching lockers while the last survivor in the match was doing gens and evading the killer. It makes the match last longer and it makes it less fun and frustrating due to the wait times between matches. I dont know if a speed decrease would be the right way to go about it, but I also dont see how else it can be penalized. :/

I am a survivor main (first person camera gives me motion sickness so as much as I would like to I cant play killer) and I think the Ruin nerf is the absolute worst. Like, yes, Ruin is a pain in the butt to go against and I think it was better the way it was before the buff (affecting certain survivors based on the perk tier), but the match making is absolutely terrible, and for how many overpowered perks Survivors have that cant be squashed by taking out a totem, I think this was a very bad decision on the devs part.
But that aside, this match making is RIDICULOUSLY bad. I havent gone against a good, sweaty, red rank killer since I started playing DBD about a year ago. Granted, I still get the floor wiped with my face by some yellow ranks but I hardly even get a green rank and I'm sitting at a 5 right now.
