Hey, first question: If you see players with different killers and stuff this is probably cuz dead by daylight mobile players usually play only dbd mobile cuz if they could, they would play any other normal version of the game, this means they farm lots of shards and they buy killers or they just spend real money on it
Second question: it works just like in normal dbd, after you unlock a teachable perk, you need to level up other killers/survivors and the teachables will pop-up at sometime
Third question: there is no 100% good answer to this question, probably not skilled ones like nurse, or any killer that you need good aiming with, cuz be honest... this is mobile version its hard to use aim abilities, so i would totally not suggest any of them. You should consider buying The legion maybe, cuz in my opinion he is the most brutal and unfair killer in mobile version. I would also suggest wraith or the spirit as well.. but if u want the best outcome, go with legion
