I'm not really losing hair over Spirit being 3rd over Wesker but I am losing brain cells trying to figure out why Plague/Artist is ahead of him. He is at least in the right tier.
Right now (RIGHT NOW) I would have Singu the only killer in D-tier. Playing him the last 2 days really made me appreciate Trapper. I have always felt people were lost/confused when they put Mike in D-tier. Could he use an update? No doubt. However the insta-down alone should be minimum C-tier. Every killer behind Singu I could kill you light years faster with (Yes even my console Trickster). I am getting the hand of cameras and teleporting with him he has lots of potential but requires way to much time/effort to tag only for it to be deleted in 2 seconds.
Don't even get me started on over cloak. I have activated this 3-6 times every trial and yet to see any value. Why does it last for 5 seconds? Why does he get slowed so much when teleporting? Almost does nothing unless you some how teleport cross map through your cameras. Which by the way you have more chances of a unicorn walking out your ass.
Other than all that I like your tier list. If I wanted to nit pick some more (I do) Wraith if in C-tier should be the head of C-tier.
Singu is just simply not the only D tier killer, compare his setup to other killers like myers and trapper (if played correctly he has none since you use his power in a chase) if trackers get on survs then you can use your cannon to actually get some distance on them as well as play around pallets decently well. He has the EMP problem right now but even with that he is 100% not a D tier killer and certainly wont be after the hotfix.
Myers should be in D since he has the worst early game of any killer in the game (even compared to trapper but he is better than trapper since his tier 3 is more consistent than traps). It turns out that this early game hit is too big to justify a few instadowns in the endgame which are not even guaranteed if survivors are smart, so you have a killer who sucks in the early game and who does not even have an impressive payoff.

If it was permanent, people would have the effect either from the start of the game or from the moment they got hit and never lose it, but the effect deactivates as soon as you stop running around while wounded. It doesn't even help you walk faster.

Upon its completion, you are granted the following effects for 20/25/30 seconds, after which Machine Learning deactivates:
- Undetectable Status Effect.
- +10 % Haste Status Effect.
I don't see you up in arms because this perk activates when the killer loses a gen, actively rewarding them for letting gens be done.
Except that perk has a time limit and can only trigger 5 times, it would be like giving the killer perm speed whenever a gen got done, that would be crazy. thats the equivalent

Its all the random crap they filled the map with which make it unpleasant, that said its not super super huge ig.

I am sure there is but at least learn the killer properly before you do, you did not even know one of the main aspects of his power.

Evil dead the game also failed on steam went from 500 players to 67 peak players count, and basically confirmed through reports that there won't be made any new content for the game.
Propnight is barely alive at max 500 players at any given day.
Basically dbd has no competition at all, it seems to be the only game in the genre which works longterm.
Any attempt to overtake is waste of time and money.

Tbf, using something like franklins with pinhead is not exactly that good of a strategy since you either want to down the guy with the box or just find the box yourself with a much better perk like lethal pursuer. Plus if a guy is holding the box hostage he cannot use his item because he is holding the box if that makes sense even if he still had the item on him.

I think the main issue is that 20% longer for the killer to catch up with a very tiny requirement and you have the other effect of healing giving endurance is just too much and it limits design space in a gigantic way for other similar perks.
Already for instance you could run this perk with hope and run at 110% speed in endgame which is obviously going to mean that unless your bombing a hook whilst injured no killer is going to catch u except blight/nurse etc. Any comeback potential a killer could have is just gone.
So yeh even if you can argue that the perk is not "OP" it does not mean that it should exist in its current form. Imagine this perk with old DH, it would be busted since u could use the extra speed to run 20% longer and THEN hit the killer with a DH on top of that, yes it disables this perk but you still got huge value. Once again design space limited.
