The game will obviously base the NPCs off the characters currently in the game. Also not all survivors are able to communicate with one another so this could face some difficulty for them. Additionally when the nun teleports to the NPC there will be an animation and a loading time, it wouldn't be instant.
Other then this I would say that the nun could activate her rechargeable ability and take form as one of the survivors in the game until the ability runs out or you deactivate it. This will give the nun time to act and appear as a survivor getting close to other survivors without a terror radius and appear back into the form of the nun to begin the chase. She will also be able to connect on the same level as Freddy and make illusion pallets and any other forms of illusions.
This will give her a stealth type of form and go off the basis off the nun being an illusionist as in the movie.
