You do have to realize that slugging is a feature of the game, and not really an exploit. There are already perks that prevent slugging like boon exponential, unbreakable, etc. This is like camping where you do have perks to help, but they still don't really do anything since you could be hit right after a kobie or in 2nd just not being able to do anything, but with slugging there isn't stages to it so you can use any perks that help at any time (besides a boon if its not set up already). Killers slugging sometimes backfire too so it's not like it's always guaranteed, and a well used unbreakable could allow you to turn the game. You also are not forced to DC it's just what you want to instead of waiting, I get it but if you don't want a penalty then just don't DC.
