I feel like this is a good time to mention there already is a league matching a similar description. The twitch (https://www.twitch.tv/dbdleague) has over 3K followers. The discord (https://discord.gg/6tGNVHk) isn't as active, but it is the home to all the information regarding the league.
I'm not trying to promote anything, just thought it was worth mentioning that this sort of thing already exists.

The power is fun to use. It will definitely take some time to get used to, but I feel like it could definitely be good. I'm thinking like Demogorgon Shred but more mobile. Plus it's just fun to bounce from wall to wall. As for the perks, I really like them. Dragon's Grip is amazing against stealthy gen rushers who will get back on a gen immediately as you turn a corner to leave. Hex: Blood Favor is pretty good against altruistic SWF going for pallet saves, as well as against people who try to loop endlessly until they die. Hex: Undying is another Hex protection perk. I think it will be up there next to Hex: Haunted Grounds as far as hex protection is concerned, although they do 2 different things.

Personally, I think everyone in the community would be happy to see a good 6-month period that was focused entirely on improving the game. I'd be happy seeing an entire chapter patch that was entirely bug fixes/quality of life changes. I don't disagree with rebalancing certain aspects of the game, but a big complaint since launch is the amount of bugs in the game. This isn't to say Behavior does a bad job patching bugs, I just think more time should be spent on improving the game (such as the current graphics overhaul) instead of adding new content.
