They already added an anti-3 gen kick mechanic to the game so I don't think it's far fetched to believe something like this could also be implemented. I think tunneling should directly impact gen speeds.
If a survivor is hooked consecutively, all gens get a repair speed buff making them take less time to complete, and it stacks. If a killer goes out of their way to spread their hooks, gens get a repair speed slowdown making them take more time to complete that also stacks. I believe this is a solution that is fair for both sides.
This allows the killer to tunnel if they want, but it no longer gives them the pressure that it used to, and gives hooks more value than kills. This also increases the chances of all survivors getting a chance to actually play the game, thus resulting in a more meaningful opportunity to contribute to the entirety of the game.
This is a pretty reasonable and rational sort of compromise. It could also be used to fix the rampant slugging problem as well.

There needs to be a penalty either pips/BP or a combination of both for killers that do this. If a survivor dies from bleeding out their death should not be counted as a kill or a sac for the killer. If BHVR makes it a point to say bleeding out survivors will have the same effect on the killer as them escaping it will happen a lot less without the need to add some busted or abused "perk type" ability as base kit.

The easiest way to fix it and the best way for game play would be to get rid of the pre match lobby all together.

As a killer I do not feel lightborn is op, I have to waste a perk slot on it. That being said I do believe that I should not get to see the items the survivors bring pre match. I may be wasting a slot for light born but that survivor could be wasting an item and additional perks going in to the match and I am sitting here getting an unfair "heads-up" in pre match lobby.
BHVR needs to get rid of pre match lobby, no one gets to see anything other than offerings as we load in. No names, no items, no cosmetics and especially NO PRESTIGE LEVELS. Make it as least biased and as fair as possible.

It is much better now though, getting through that first 50 levels was soooo irritating before, It's a win now but honestly it would be way better if the pop ups were just gone, period.
