Except that someone bleeding out still forces them out of the game. If there's only 2 people left, one guy bleeds out then the Killer can force the hatch closed and the timer counts down. 2 incredibly immersed survivors who know how to be sneaky and keep on the move and move back to positions that the Killer recently checked to avoid detection for even longer, is holding the game hostage if you're not planning on using a key. It's not like the Killer can start working on generators for the Survivors, to power the exit gates.
It even says in the report feature in-game that slugging is not against the rules and is not holding the game hostage. Is it fun? No, it is in fact incredibly slow and tedious, but it's certainly not against the rules. What you are advocating for, IS against the rules however - not in like a debatable manner that "oh, you can argue semantics" or something, no. You are advocating for holding the game hostage, in fact encouraging it.

Oh, so when people say that they want Old Freddy back, people agree with them but when I say I want old Legion back, I'm a complete degenerate scum of the Earth. 🤕
(I'm joking. Kind of. I want them to at the very least make Legion's addons do something besides only having about 3 worthwhile addons.)

I'm guessing you're misunderstanding a dev post back from November when the stats were posted, where they stated that Pig had an alright kill-metric compared to some others. Which, if I recall correctly, was elaborated upon that it certainly wasn't her power(s) that were causing kills, it was just that she's not played much aside from the one trick Pig mains and one tricks will always have stats on their side if they're good enough.
Which brings us to.. What sort of events could possibly have happened where Pig could possibly be considered the "most annoying killer"? Her main mechanic is borderline pointless besides slowing the game down a fraction. At this point, she's just a worse Ghostface.

General: Make Deep Wounds actually be a threat. Yeah, mending is technically a stall-mechanic but it has no actual pressure. It's just a time sink, and a bad/boring one at that. Make DW actually tick down VERY slowly in chase. VERY VERY slowly, we don't want to make another old-Legion happen. I don't know really how to approach Deep Wounds, but it either needs to be changed or removed and replaced by something else. Another idea I've also had is that if you try to go through exit gates/hatch with Deep Wounds, you get the Pig-treatment and die. It's a deep wound after all and Survivors keep running.
Legion needs pretty much a full-on rework at this point again. They're not unusable at all or anything, but it's a tedium for both the Survivors and the Legion and it relies entirely on Survivors either not healing (Entity help those Legions who are up against a full team of Resilience) or constantly healing if they're running the "Forever" Legion build. Even then, the main counter to Legion is to just rush the living poop out of Gens and pretty much consider Legion to be a mild nuisance at best. Also, see the above with Deep Wounds. It's just far more prominent on Legion than any other Killer since it's the one Killer whose base mechanic IS the Deep Wounds system.
That's not even taking into account the fact that a vast majority of Legion's addons range from "Alright" to "Why?" which is arguably worse. The increased range on tracking is niche at best, the Fuming Mixtape is one of the biggest "Why?" addons in the game, especially considering Legion shipped with a perk that already lets you track Survivors on gens. How far gone it is, is not really worth an addon slot. One Red addon I've heard ideas about is making Frenzy count as basic attacks for the price of only being able to stab one person at a time, with substantial longer recovery and slower regen of the power which I think would be fine for a Red addon and would actually be able to give Legion an incredibly deadly chase and people would probably try less to play Legion chicken at pallets and more "oh god oh god legion oh god" although that could be far too oppressive with Expose stuff, I don't know.
I adore Legion's design, but it's really a hard sell to actually warrant playing Legion unless I'm desperate for BPs.

As long as you keep yourselves healed up, it's a dead perk. Legion has very, very little actual pressure besides keeping people injured, if your team makes it a habit to immediately start grouping up after Legion does his thing and heal each other or use medkits, you can just scatter afterwards and work on gens. Thana is a band-aid for a much bigger problem for Legion, being that while he can move quickly around the map, stab people, potentially make them broken with the Legion Pin and whatnot, that's about it, his actual kill pressure is almost nonexistent.

I'm not sure who's idea it was to implement this without a single mention in the patch notes of anything that is this significant is changed. But it really should be reverted, it's absolutely way too difficult to see anything anymore. Hell, not just for Killers, it's really difficult to see anything as Survivor as well.

That is not an issue of the game being Killer-sided, that is an issue that the game awards pips far too easily for basically being a door weight as a Survivor. Do you get to play against potatoes a lot of the time at Rank 1? Yes. But then you can also happen upon one of the famous SWF death squads that will bring map offerings to the map they know the absolute best and unless they screw up, you're not really getting away with a single kill. Sometimes, depending on the map, you'd be lucky to even get a hook despite pretty much playing flawlessly as a Killer. Outside of just a few Killers that can handle playing against an organized, good team of SWF, the game is entirely in their hands and you're a minor nuisance.
Don't get me wrong, you can definitely get 4Ks against these people, or 3Ks or whatever kill percentage pleases you, but the game is definitely not in the Killer's hands currently unless you manage to snowball hard. Especially not on the maps with hard god loops that you know they will run straight to every single time if they know the maps. So yeah, in conclusion. SWFs are strong, potatoes are potatoes, Killers capitalize on mistakes and some maps will simply be absolute hell for some Killers. You shrug, you move on to the next match and that's that.

He's fun to play, his chase music absolutely SLAPS but the main problem with him is that everything takes so long. Between his 110% movement speed and the fact that the reeling takes so long, then you need to reload to be able to shoot again, then shoot and reel in again. Assuming in this hypothetical situation that there's nothing blocking the path between Deathslinger and the Survivor, that's what, almost 20+ seconds of just mechanics to hunt down one Survivor? If you've only found one Survivor and the other guys are on gens, that's one fourth of three gens done and you haven't even hooked the person, and that's only accounting for actually finding the Survivor early on.
While it's fun to play as a rootin' tootin' reel n' shootin' Cowboy with aesthetics to match and music that SLAPS, he's not particularly strong. He's got very little gen pressure, and while his terror radius is smaller, even more so with M&A to the point where you can see Nurse's Calling outside of terror radius, that's kind of a gimmicky application of him since you still need to move in 10 more meters before your gun can actually hit them.
He suffers so much from his 110% movement speed to the point where I'd rather he had the usual 115% and regular terror radius just so he can actually have more pressure on a map because his range is still relatively short considering he has a gun.
Simply put, while he's supposed to fill in kind of the same niche as Huntress being a ranged killer, it doesn't really work in practice because Huntress' range is effectively infinite across the map as long as there's no obstructions and you know how to properly utilize the hatchets and while her reload is tied to areas, it won't stop her from technically "catching up to the Survivors" since you don't actually NEED to be close to them to still hit them. The Cadaverous Canine Caleb ain't got none o' 'em luxuries, no siree.
Although I'd say it's still a little bit early to properly tell all the techs you can do with him. His power, as cool as it is, is pretty weak. Annoying for sure, especially against a patient Killer, but weak in the grand scheme of things.
Now I need to go watch Tombstone again.

Legion in of itself don't really require any buffs per se. FF does what it's supposed to do, it's an information gathering tool and a debuff applier. Other than that, Legion is a regular speed killer, short so you can do more mind games and moon walks. But the issue lies with the debuff (outside of add-ons) being Deep Wounds and Deep Wounds is what requires a complete overhaul. Every suggestion I've talked about with people has been denied due to it "being too similar to old Legion", but effectively either Deep Wounds needs a rework of it's mechanics or it needs to be changed into something completely different. Right now, it's a complete non-issue for Survivors to deal with it to the point where a Legion can just zoom around and apply Deep Wounds to the entire team of Survivors, have the first person mend it out and go apply it again.
Changed to what, one might ask? I don't know. The kit, is fine. But the threat of Deep Wounds is non-existent, which then means you're not actually applying pressure. The only actual way you can possibly get downed by Deep Wounds in it's current state is you either not actually knowing you're affected by it and don't know you have to mend it, or you're afk. The moment I learned that Deathslinger's hook applied Deep Wounds, I already knew he was in for a rough ride.
