My opinion about this is (which is completely something I made up so not sure if any of this is true) there were other survivors that live/ survive there until the entity took over and killed them with insanity (think about some of the dead body's on the game map and hawkins) true those were probably staged or put there based on the show/movie, but I like to think the Entity is the madness inside all the survivors and the killers are really all inside their heads.
So to sorta answer your question, I believe it's suppose to represent those areas of the maps as a place where humans once live but was abandoned many years ago.

I think that's what makes games like this beautiful, there is no definite answer and we can think or feel anyway we want about all the characters (for ex: fan fics) So I feel David King is whatever you want him to be :)
