  I've been experiencing this problem for 2-3 weeks now and it takes about 2-3 until the “white circle of doom” disappear and you’re able to join matches again. It only appears after completing matches. Quitting,
  DCing from matches is not affected by it apparently.
  Restarting the games helps, yes, but it’s quite annoying. So I’d rather wait.
