FF Killers and Survivors don't have to come from the same title as it is a disconnected anthology not an operatic saga (like literally every other RPG franchise).
Hojo, as a "man of science" is already pretty demented in his obsession with genetic tampering and alien dna which he ultimately uses to transform himself into a monster.
Vincent. I mean, come on.
Jenova, raw and unfettered, is a terror unto itself.
Squall. A Survivor with a Gunblade. I mean... yeah.
Ultros, the creepily grinning squid... thing.
Paine. Just because she's cool.
HO-512, the mangled specimen from Shinra's R&D department. Could be a minion of Hojo.
Eclair Farron, because she needs love.
Lost Number (yes, again. Some of the most memorably creepy creatures of FF for me were from 7)
Ignis or Prompto from XV.
Black Waltz (FF9)
Basch or Balthier
Nero the Sable or Rosso the Crimson
