    FWIW, I'm seeing the exact same issue. All my Xbox DLC transferred to all platforms for about week, and stopped working on Friday. I can still use everything on the console itself, but Steam no longer sees any of the Xbox DLC and wants me to repurchase to unlock even though you can see the carried over progression and customizations on cosmetics.

    On Steam, I only had purchased the Gold Edition, so when merging the end result for me was that it unlocked all survivors and killers, as there were several of each I had not purchased on Xbox. So now on Xbox, I have every character unlocked, while on Steam, I only have the Gold edition + two characters I unlocked using auric cells instead of a DLC pack
