• If Decisive Strike was designed to counter tunnelling, then it would only proc when it happens; for N seconds after being unhooked you can use it. It's just an OP perk as it stands, although it may never come up so I guess that's how the devs consider it balanced.

  
  

  Still, it really makes toxic high ranked survivors way worse knowing that you're getting doubly punished for not camping them. Like, yeah, if I reach red ranks I'm probably just going to camp anyone that was toxic during a chase out of spite and hope I de-rank from it.
