  Ok but really though. When exactly does the Survivor get the blindness status effect and for how long?

  Rehearsal: "When putting a survivor into the dying state for the 4th/3rd/2nd time" does it need to be the 2nd time that specific Survivor is put into the dying state? The 2nd time you the Killer have put a Survivor into the dying state? Every 2 times you put a Survivor into the Dying state? Having 2 Survivors be in the dying state? TLDR: This needs a lot of clarification.

  Im sorry for the confusion. I made a few errors in my grammar with spotlight. What i meat was that they have the blindness status effect as long as they are in the radius

  
  

  And for rehearsal it has to be the same survivor for the perk to activate. When the time is up, it has to be done twice again and it can be done of the same survivor.
