  I'd say, remove the 40/45/50% conversion rate from the perk. So instead of recovering 30% and receiving a 15% wiggle boost, you'll receive the 30% immediately. The 50% capacity can stay and make it to 40/45/50% capacity instead of conversion.

  This would for sure make it more manageable, but even then you'd have to be over in a corner nowhere near any hooks for the perk to have the wanted effect.
