  I just played a game of killer, and I'm a rank 16. The survivor's team consisted of three rank 15's and one rank 1. While this isn't as extreme as your case, it still doesn't make sense to me. Are there not enough rank one lobbies?

  If you are having trouble going against Billy, than you must be new or inexperienced. All you have to do to counter him is just stick near structures, but even then you can still dodge a cainsaw with a 360. If you are having trouble dealing with Billy go on yt and look up some vids on how to counter him.
