The solution could just be limiting perks in the competitive mode. Dota 2 does that in Captain's Mode (the one used in professional matches).

Same here.
It ran fine yesterday, then today all my shortcuts have been reset and it took me so long to get through the game start camera rotation that by time I could move, Huntress already had a survivor on her shoulders. Then I got DC'd one minute later. Next match was the same. And it's not just in-game either. Opening different tabs in the game was bad and it even lagged my browser. I even tried closing the game to check the forums, but I had to hard reset the computer because it was still stuttering hard.
Anyways, here are my specs:
Processor: Intel(R) Xeon(R) CPU E5-2670 v3 @ 2.30GHz 2.00 GHz
RAM 16,00GB
Graphics card: AMD Radeon RX 580 2048SP

I'm assuming that by they you mean BHVR's team here. The system I'm proposing runs on not requiring a team member checking every match to deal with this kind of thing, which might be a lot of matches. Also, what are they going to do if a survivor suicides on hook? Ban them? Too harsh. Low prio punishes impatience and forces the stealth DC player to stick around as a corrective measure.

There are definitely fair uses of hook suicide, like the aforementioned hatch giving when you know the match is hopeless. But I think you might be on to something here. Maybe disabling skill checks on hook until at least one survivor is dead might make players reconsider.
