Even the "Considerable Increases Luck" offerings don't improve the percentages that much, it's still around like 7% because Vigo's Jar Of Salty Lips brings up the 4% by 3%. So the chalk pouches give even less except the green one (Which only gives that 3% to yourself)

Luck affects your chances of freeing yourself from a hook, or from a bear trap. That's all, I believe.
I believe it also improves the quality of items looted from chests.
