No it doesn't do that, it just increases the luck of basic items that're already in the chest. The event items within the chest DURING an event is completely random... despite using Plunderer's or whatever.
I thought Plunderer's increased the chances but its entirely random.

The stat Luck does NOT do that.
And actually, nothing in the game will increase your chances to increases the chances for Event Items specifically.
Plunderer's Instinct will increase the chances to find Items of higher rarity, while the stat Luck doesn't affect finding Items at all.
