I need more FPS so i want to know if i can get banned for this.
Uncapping the FPS or setting it to another limit will not get you banned. Same goes with disabling VSync.
So if i change resolution or anything else in this file is okay?
Yes. Changing resolution, FPS and something like that is completely okay.
