It exist through the killers perks. Every action that a survivor does have some sort of negative effect

completing a gen

getting down

Repairing a gen

Now if you think about it, the other killers have access to the upside down world.

The demigorgon has his own bonus or U/D because when the survivors mess with the portals they can’t hear the killer tr.

This is just my take on it.
