Perk Build for the perfect Killer player
Imagine this:
You're perfect in chases, the second a chase starts you're already hitting them repeatedly. You can tell exactly where everyone is though your amazing map awareness and keen ears, no one can stealth around you. Thus you are pushing the game to it's absolute limits in terms of how fast you can take your Killer. So what perk build should you use?
The answer is:
Agitation, Save the best for last, Devour Hope, Fire up
Taking this one at a time:
Save the best for last - As your ability to get to Survivors and hit them is on point, your limiting factor is in your attack cooldown animation. Reducing it thus shortens each chase massively.
Devour Hope - As the game goes on, in the event that somehow Survivors are able to be unhooked you get a speed boost after future hooks, reducing the time between hooking a Survivor and starting your next chase. After a 3rd you expose everyone further reducing chase times by 100%. And we all know what happens after 5 tokens
Fire up - Even with perfect chases, gens can still be done with a dedicated team of gen rushers using things like BNP's and Prove thy self. No matter how good you can only be at one place at a time. Of course, as the perfect Killer we have no use for the extra vault or pallet break speed, or even the dropping speed. No, what we are interested in is the pickup speed. Sure it's only 4% but we are trying to be as fast as we can here so every % counts
Agitation - So now that we've downed them in 1 shot with devour, wiped our weapon super fast with STBFL and picked them up with the most fiery grasp in the west we how have to actually hook them. Luckily Agitation speeds that up, once again reducing downtime significantly and letting us go back to stabbing sooner rather than later.
If you are going to run this as an actual build I highly suggest using it with the Hag. She get's the most benefit from all 4 of these perks since she has great:
Base Killing potential
Totem defence
Late game gen defence
Basement play potential
Crossmap mobility
Additionally all of the things she benefits from these perks are not made irrelevant from her power, for example Billy makes STBFL and Devour irrelevant because he downs with his chainsaw. And unlike other Killers the exposed status from Devour doesn't negate SFTBL since you often will have another trap trigger in the middle of a chase with someone else. The combination means you can multitask better.

I will say, Agitation is super underrated. A free hit while carrying a survivor is the same thing as Make Your Choice from an efficiency standpoint, just in reverse. Agitation has single handedly swung games for me in the past. You want to mess with the no heal meta? Carry a survivor over to the injured people working on a right next to you and down them. People call me crazy when I run it on Spirit.
