Is there any human curation to the Shrine of Secrets?

This is the third time that Bond has shown up in the Shrine in the last 9 weeks. These other perks have all shown up 3+ times so far this year, too.

  • Ace in the Hole
  • Calm Spirit
  • Overwhelming Presence
  • Remember Me
  • Shadowborn
  • Streetwise

Is there no human curation to the Shrine? You'd think it would have a smarter self-selection algorithm that prioritizes perks which haven't been up there for a while. We haven't even seen Spirit's Hex: Haunted Ground perk on the Shrine at all yet, and she came out 10 months ago!
