Anyone Know The Odds Of Having 4 Tier 3 Perks Before Level 25? For both sides with all teachables?

My particular situation:

I've got every teachable except the ones from the new chapter. Leveling up the new killer, at level 20 I already have 4 Tier 3 perks, with only 1 of those being a perk they started with. That means 11 of my 20 perks went towards these 4 perks in particular. Does anyone know the odds of this happening just in general before hitting level 25 on either side, assuming you have all teachables (except for the character you are leveling up of course).

BEFORE Level 25 is the particular point of interest to me because that's the level where you start getting a choice of perks to take every level. You only get 3 choices before that.

    There's 60 killer perks so my best guess would be

    (1/60)^3 x (1/59)^3 x (1/58)^3 x (1/57)^2 x 14/57

    but my statistics skills are rusty as hell
