Ghostface & Killer Tier Design
I personally find that Ghostface, while not "balanced", is accurate to the source material. In the movies, when he/she attacked, they were clumsy, trying to be sneaky but often failing and having to resort to chasing after their prey in a clumsy, nonthreatening manner. It was almost comical, so often made to be, and it was what endeared so many to this iconic figure.
In the game, you must try to be stealthy but often, you are spotted and forced to locate the survivor and enter a chase. You don't pose that much of a scare but it's cute to see you wander around with so much verve and passion.
But other killers, killers that were made to be oppressive and terrifying in lore, such as the original chapters featuring Nurse and Spirit, they are high on the tier list, able to kill very easily. Why? Because they are horror movies in their lore, taken seriously and not meant to humor anyone. And then we have Micheal, this thing that is everywhere even though he just walks, and able to just down you after being a weirdo regardless of what's going on. It fits, it works, and it's fun.
Idk, I just like to look at it all and not just balance. The latter is kinda limiting.
