Serious question about the intent of the PTB

Hello,

Kind of off topic from the main q&a, but if relevant please can this be moved?

With the PTB, is the intention to find bugs, or to test for balance?

If there is any interest in balance issues being raised, and how can comments of this nature be validated on an open forum?

    They mostly use the PTB as advertising for the next patch. They put out surveys to have players voice their opinions, but I haven't seen any good changes make their way to live patches after receiving PTB feedback immediately since Clown. (Spirit doesn't count because her first week of release she was abysmal)

    So in short, there's no real use for the PTB other than to see what BHVR has planned.
