Why exactly was Deep Wounds made the BT effect as well as a major part of Legion's power?

This just seems strange and I'd love to get some feedback. After all, most other killer powers don't affect or mirror survivor perk effects.

    That change happened when Legion came out, now it's simply being adjusted to match Deep Wounds.

    I assume it was to curb the cases of people triggering BT, then simply following them, even if being looped, until they hit the ground. While it is a second chance perk, it kind of made it more of a time wasting perk. The change somewhat resolved the issue.
