DS buff: pause timer when killer is on successful attack cool down

There’s been a few too many times where I get downed in the time frame but the killer being unable to do anything for that time cancels the perk.

I think this would be a fair change to give tunneled survivors more of a chance without giving unfair disadvantages to killers.
