The power duration add-ons can double as power recharge add-ons if you don't use the entire bar during phase walk. It let's you use your power in quick rapid bursts which has a lot of utility to it.

Can you see if you can get the numbers for that?
It doesn't actually do this it's like a side effect. I think what is happening is that duration decreases the rate at which you use the power and doesn't just add more time to the power. So when it recharges it does it at the same rate as normal BUT you used less of the bar to do the same thing as before.
