Can I link my Steam account to BHVR if I already have PlayStation linked?
I’ve been trying to link my Steam account to Behaviour, but it keeps giving me an error message: 404 not found. Can I only link one account at a time? I was trying to cross-progress from PS4 to Steam

Its supposed be to used for Cross progression between platforms, so you should absolutely be able to link Both PS4 and Steam to your BHVR account. Its just Not possible to link multiple Accounts of the Same Platform (so ég not 2 different PS4 accounts)
