He's a good example of why ranged killers should not be 4.6
I think the question should be why he does get it.

I think the issue with jason is a lot of each individual parts of his power are mediocre. put together theyre insane.
Some nerfs to the speed boost duration, placement of scrap heaps and power cd would make him a strong b low a tier killer, and make him feel fairer to go against.
