Wiggle/Hooks
Honestly is there even any sense in trying to wiggle? There are so many hooks, and they are so close together, you can only get a couple in. If people sabotaged them, there might be a chance they would have to go to a further hook, but really who does that. I think they should either put in less hooks, space them further apart, or have less wiggles to attempt to escape. Just my 2 cents.

Wiggeling is not supposed to be a means to escape the killers grasp, at least not as a regularly used tool.
That's why we have good hook spread on most maps and that's why you typically need to coordinate with your team with sabo and breakout to get a wiggle escape.
The killer hooking is what is supposed to happen after he downed you that's why you always need atleast one other survivor to stop the killer from picking a downed survivor up too.
Its also used for points in the survival category, if you hit the skill checks, it fills up a decent amount of the category.
But if you were supposed to be able to wiggle out even every second down, the killer would never win. Its mainly to prevent the killer from carrying a survivor around the whole match so they don't bleed out and can't help the team, and maintain a continuous "carry" build. So the risk is if you take too long to hook, they can get free.
It's designed to marginally slow the killer down and force the killer to hook close by, allowing survivor teammates to make educated guesses over where the killer will move to and potentially set up a sabo or body block. It's not supposed to be a third section to the chase with outplay potential for an individual player. If you're downed and picked up, the killer has succeeeded.
If the killer goes for a scourge hook that's too far away or teammates block their path and take hits then it's possible to wiggle free. These things aren't supposed to happen a lot, but you should wiggle to make sure the process is moving, just in case they do happen.
Your supposed to wiggle and a teammate bodyblocks/distracts
Try getting down closer to your team, your probably usually too far for a block
