If there is a dedicated queue for new map why is it avaliable in normal queue?

So the new map out. And its well….It looks nice lets leave it at that.
I see there is a dedicated queue for it so i was hoping that means its not in the regular queue but low and behold it is.
Could we not have it weighted so low on regular queue while there is a dedicated one for it?
