help with frame stuttering

So i just reinstalled windows i was on Windows 10 and upgraded to Windows 11 and now my game only runs at 70–80 FPS. earlier it used to easily reach 120 FPS i've checked everything Hertz, maximum FPS settings etc., everything is fine but its still stuck at 70–80 FPS and stuttering ):

    the problem i have in this game is that rubber banding recently and also sometimes u get a skillcheck and u lose frame which makes u miss a skillcheck.

    since you recently switched os, in your pc’s display settings make sure your refresh rate is set correctly.
