THE QUEST "Evil Omen" Book 4.
SUMMARY OF THE ISSUE:
I've made multiple matches as Wraith, where I rang the bell right on top of them (not with a silent bell) to all four survivors in each game, and it still isn't counting it. I've tried doing it and immediately hitting them after as well to no avail. I've restarted the game. I've tried a different tome and went back to Evil Omen. Nothing I have tried is working. Is it bugged?
PLATFORM: PC
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURRED: I played more than 40 games as Wraith, and the quest is not completeable.

Same for me, Ive changed perks, changes how I do it, Ive tried farming it, nothing has worked.
