2v8 Scout Class not recieving movement speed

SUMMARY OF THE ISSUE: I was playing 2v8 as a Scout and noticed that my walking movement speed does not increase like the Unlockable Skill said. I got hooked, tested it out by walking with a teammate that hasn't been hooked and saw that I was the exact same speed as he was.

PLATFORM: PC/Steam

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

  1. Play Survivor with Scout Class in DBD
  2. Get Hooked/Caged
  3. Walk and see normal walking speed and not the expected 25% bonus from the Skill
