Camera Panning speed is inconsistent

SUMMARY OF THE ISSUE: On survivor camera panning speed starts off at a speed that is faster then my normal sensitivity, then after continuing to look in the same direction it eventually returns to normal. When I look the other direction the problem starts back up again. Happens in tutorial, normal games and customs.

PLATFORM: PC
