Survivors in lockers don't get crows
I had a Survivor in a locker and I was waiting for him to get Crows so I could dodge Head On (Head On doesn't work when you have Crows). He was in the locker 4 and half minutes but didn't get any Crows - I waited to see if any would show up - End Game Collapse killed him eventually.
