How can i avoid penality because i have bad internet
Dedicated server is not responding, disconecting is the error I get in 1/3 matches , i literally can't play Dbd without vpn, it cannot bypass rtm server without vpn
And with vpn it disconnects at any time
In new update you get 1 point penality removed by entering 20 matches it's not fair
When it was 1 penalty removal per day it was fine
Now I got 30 minutes of penalty, I'm afraid I get banned because getting my vpn suddenly disconnected in middle of match
Is there any way to remove the penalty and avoid it without using vpn to bypass rtm error

Get better internet? Maybe if you do use a VPN, use one that is either very close to where you live, or where the dedicated server is?
I mean you're playing an online game with bad internet, there's not really any answer other than you should expect to get penalized.
Have you tried syncing your PC'/Console date and time? Or verifying the integrity files for the game in Steam. On console it would be Restore Licenses.
These can fix the RTM issue although not guaranteed so you can play without a VPN. You also might want to try another VPN or changing your DNS settings as those can also help. Not guaranteed, but at least some options that might fix the issue.

At least add a rejoin system bhvr, if there is no way to avoid dcing because you have a bad inter net and packetloss , they should add a reconnect system in game
Easier to say than done.
