Should they revert the changes to the "Celebrate! Poster" Addon?

With the new version of the addon from the PTB, it only provides everyone within a 32 meter radius of the survivor with the axe 12% haste. While in the PTB version, both the survivor with the axe embedded in them and the killer gained 20% haste and 20% vault speed. I am referring to a addon from the newest killer added, Springtrap.

    Old version was a funny meme addon like Vanity Mirror or Scarred Hand. Overall detrimental to the Killer, but can lead to some interesting gameplay scenarios.

    New version is just straight up detrimental with no upside or interesting applications.

    Utterly baffled as to why they changed it in the way they did.
