Shoulder The Burden not triggering unhook perks

SUMMARY OF THE ISSUE:

When unhooking another survivor via Shoulder The Burden, perks that trigger upon being unhooked do not activate for that unhooked survivor. This includes Off The Record and Decisive Strike, but likely also pertains a variety of other perks, such as Resurgence. (It may even affect killer perks like Floods Of Rage.)

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED:

Have a survivor with Off The Record or Decisive Strike on a hook. Have another survivor unhook them using Shoulder The Burden. OTR/DS do not activate.
